There is a huge difference. My litmus test is to talk about a 25-bit subnet mask. If they understand me then that's a good (but rare) indicator and I have a proper IT person in front of me. Most haven't a clue what I am on about. I did put 110/230V~ on the web page and then we had some debate on the fact that it did not match the product label. You can't win some times :-).
