I went on a business trip to Moscow a few years back - the event organiser said that if we booked the hotel through them they would sort out visas, etc. for us. But my (at the time) employer's idiotic policy was that all hotels had to be booked through their internal "travel agent", who wouldn't deal with visas, so we were stuck sorting those out ourselves. At the time, the visa application process involved going to London, waiting in a queue at the Russian embassy and hoping they had time to see you between certain restrictive times (if not, come back tomorrow), so getting a third party "visa application company" to do that for us was a no-brainer.<br /><br />FWIW, I've had a similar "don't care" attitude from the British police before - car got crumpled by a bus driver while it was parked (there were witnesses), bus driver didn't bother to stop or report the issue (which is a legal requirement). Reported to the police - they were all very nice but at the end of the day they said it wasn't "in the public interest" to bother doing anything, even though there were witnesses and the guilty parties (both the driver and his employer) would be extremely easy to track down.
