Not impossible, but even with it being (indirectly) transferable it has to meet the RIPE rules still - so not be for customer use. I can see that some ISPs may be able to make use of a /24 for themselves hence freeing one of their PA /24s for customer use. Similarly if an ISP has a customer with a /24 they may want the customer to change to PI space to free the ISPs PA up. If so, do you think it will be a sensible/wise/fruitful investment to create a company, allocate a /24 (or more) and then sell it on at some point in the future? The company is just a precaution to allow transfer later, that is all.
